Heinrich: Perhaps so, but old customs can be very persistent.
Reggie: Don't I know it. But what's this got to do with a ban on electronics?
Panel 2

Heinrich: The Array sits in a deep crater near the South Pole, shielding it from Mars' and the inner planets' RF – radio frequency – transmissions.
Heinrich: This is necessary, because the Array is listening for the very faintest radio signals from across the light years.

Heinrich continues his explanation – shift angles a bit. Maybe we can see one of the other students sitting next to him, smirking slightly at the 'Simpsons' remark.
Heinrich: If there are radio-using alien civilizations out there, we want to make sure we are hearing them rather than 'Doctor Who' reruns from Terra.
