Panel 1
Set camera to look at Guy from in between Reggie and Bert, who we can see at the far left and right ends of the panel. Guy is trying to regain control of the discussion, and has a calm-but-deadly-serious demeanor.
Guy: Your Majesty, I understand your position.
Guy (2): However, my superiors in the UWRS will not be as – ah -- sympathetic.
Panel 2
Looking from Guy’s POV toward Bert and Reggie. Bert has his arms folded and one eyebrow arched. Reggie is wearing his poker face and glances over towards Bert.
Guy (from out of panel): You see, the perception on Terra is that Cerereans and other -- ah – outworld people, is that of, well, ‘cowboys.’
Guy (2): There will be some who will call for strict … enforcement of UW laws against Ceres.
Panel 3
Medium shot of Reggie, leaning back and “steepling” his fingers.
Reggie: Clearly, you are suggesting military enforcement.
Reggie (2): But the Moon treaty expressly prohibits ‘any threat or use of force or any other hostile act or threat of hostile act on the Moon.’ And by extension, on Ceres.

Guy: Yes, Reginald, but the UW Supreme Court has ruled that the UW has the exclusive power to use force of arms to enforce the peace.
Guy (2): Besides, Ceres has no weapons beyond personal sidearms. And by the way, that will have to stop. It’s much too dangerous having armed civilians running loose.
